MANAGEMENT REVIEW
ENVIRONMENTAL/SAFETY MANAGEMENT SYSTEM
INTRODUCTION:
This review takes into account the 2007 input data which provides grounds for general considerations and possible improvements for 2008.
The 1st surveillance audit by Dekra was completed successfully on 29-30/11/07.
STATE OF PROGRESS IN THE ACHIEVEMENT OF THE OBJECTIVES
ENVIRONMENT: Four improvement plans were scheduled for 2007:
- Installation of UV-protection foil on glass walls of a detached workshop for protection against sunrays: the project was completed and indoor temperature decreased by 5-6°C.
- Design and installation of cooling systems in compliance with environmental protection rules: the system was purchased and installed in a new
production plant. We will be able to evaluate efficiency in terms of energy saving at the end of the 2008 summer season.
- Replacement of the R22 coolant with another chlorine-free grade: this project, which was intended to anticipate a legal requirement, was not completed because
it involves a greater-than-budgeted investment for the equipment. However, when the system
breaks down, new machines that run on chlorine-free fluids will be installed. The legal mandatory requirement will become effective in 2014.
- System for the treatment of barrel polishing waste: this project was abandoned, no longer being necessary since alternative processing methods for
treating barrel polishing waste were put in place at Metal Work, involving no investment.
SAFETY: 3 projects were planned for completion by 2007.
- Reduction in CTD risk level in manual assembly areas, by introducing new assembly equipment. This project is still in progress.
- Improvements in machine safety envisaged the CE marking on 10 machines by 2007. This project has not been completed and continues in 2008.
- Monitoring of chemical agent hazards by repeating environmental analyses and continuous timely updating of the Safety System: project completed.
TRAINING AND COMMUNICATION
ENVIRONMENT: 3 training sessions on environmental issues were held in 2007.
Two of them dealt with work instructions on operator tasks; one provided an in-depth analysis of the Environmental Management System for the PRG and IND.
Training sessions were also held on the Emergency and Evacuation Plan.
A summary of the environmental review with a few performance indicators was published on the website.
PARTICIPATION AND CONSULTATION (SAFETY)
A meeting on the Prevention and Protection issues was held in 2008, in accordance with art. 11 of Legislative Decree 626/94.
51 training sessions were held for the operators: some of them concerned the delivery of documents to newly-hired personnel, some initial operational training of newly-hired personnel, others emergency situations and also safety issues connected with daily work routine, including new work instructions.
An environmental survey on airborne particles was carried out and the results were sent to (the) RLS.
EXTERNAL REQUESTS
From a legislative point of view, Metal Work acknowledged the promulgation of Legislative Decree 152/06 and, where required, modified its operations and procedures.
No specific requests or suggestions on environmental issues were made by the community or customers.
There were no visits by supervisory bodies.
ENVIRONMENTAL PERFORMANCE FIGURES AND INDICATORS
All the data and indicators shown in this section refer to 2007 as a whole.
No. of fines = 0; no. of accidents = 0; exceeding of the limits out of the total tests made: none; no. of complaints by the parties involved = 0.
Some indicators are shown in the attached diagrams (see diagrams 1 to 4).
CHANGES IN THE SCENARIO AND LEGAL REQUIREMENTS
ENVIRONMENT: From a legislative point of view, Metal Work has acknowledged the promulgation of Legislative Decree 152/06, and has modified
its operations and procedures accordingly.
On 3.4.2007, the Brescia provincial authority issued order no. 1056 on the “Update of permits
covering emissions into the air for substantial modification of existing systems .
SAFETY: In August 2007, Law 123/07 on contracted work came into force (identification card, obligation to present the DVR on the RLS’s request and assessment of contracted work in the DVR), which Metal Work immediately complied with.
IMPORTANCE OF ENVIRONMENTAL ISSUES
The environmental aspects initially identified and upgraded in 2003 are still considered valid; after the installation of a barrel polishing plant, this process was included under environmental issues. Since this process generates only one type of waste classified as 12 01 14, the environmental aspect was included among the most significant (no. 22) as a legal requirement (industrial waste management). Details are shown in the “Register of significant environmental aspects .
In September 2007 two new points of emission into the air were regulated (E8: dusts and oily mists and E9: COV), but these do not add environmental aspects since they refer to the emission of substances already present in the factory.
ADEQUACY OF THE ENVIRONMENTAL POLICY
ENVIRONMENT: The Environmental Policy, which was modified in June 2003, is still considered appropriate.
The 2008 objectives are in line with what is expressed in the Environmental Policy.
Considering the process of integration of the two systems, a new Policy will be drawn up to cover both the Environment and Safety issues.
